Are you suggesting that we create a new repo (maybe openframe_user_project_with_config) and not just a branch on openframe_user_project?

Would we rename openframe_user_project to openframe_user_project_manual?

I've updated the workflow so that the CI passes for the default openframe_user_project repo.

• Use cf-precheck instead of mpw_precheck.
• Use ciel instead of volare.
• Skip (with a warning in the log) the RTL checks if there is no user_proj_test file.
• Skip (with a warning in the log) the STA checks is the top cell is not user_project_wrapper.

Note: the cf-precheck version is 1.1.0 and does not contain an oeb check for openframe.

The manual configuration branch is not included and will need to be created later.
